Any link from anywhere cannot harm your site as long as you don't link back. If you link back to a bad site, that is another story and can harm you.
Bad sites or inferior sites linking to you are not counted by search engines. They are not harmful, just useless links.
If search engines mind bad sites linking to your site then we would have a scenario where competitors will create bad links for each other.
Sometimes scammers will promise to get you to page 1. You may indeed get to page 1 easily but for a keyword that won't make you money. If they show you a site on page 1, look at the keyword used. It may have nothing to do with the site.
Using a keyword not being used by any other would naturally land a site to page 1, and maybe alone on page 1.
I have many "link exchange" partners. Where is the best place to have these noted? My homepage or just a page within my website? Does it make a difference?
Only to the linked partners . If they stipulate the home page then thats where it should go, many people will set up a links pages specifically for this purpose.

These are just a few free directories you can put your link in, I have a list but I don't share it online because I sell it but try also bookmarking sites like digg, stumble etc
Forget exchanging links and having a page full of links (unrelated to your own site) and don't buy links. I search for hours and get it all for free!
And the website must have link exchange page(link partner, resources, etc.). Thank you in advance.

Disney offers refunds for 'Baby Einstein' after campaign says not educational ...
After dropping the word “educational” as a description it its‘Baby Einstein’ DVD marketing materials, Disney is now offering refunds for the product instead of facing the prospect of a class-action law suit from dissatisfied parents.
In 2006, the Campaign for a Commercial-Free Childhood complained to the Federal Trade Commission that ‘Baby Einstein’ packaging and information on the Web site was misleading and not supported by scientific research, according to the Baltimore Sun .
The campaign also takes credit for Disney's current refund offering for the DVD series. Susan Linn, a psychologist and director for the campaign said “We believe that this is an acknowledgement that baby videos are not educational.”
The Sun also reports that the American Academy of Pediatrics recommends children under 2 should watch no television at all.
To participate in the offer, a ‘Baby Einstein’ DVD must have been purchased between June 5, 2004 and September 4, 2009. The DVD can be exchanged for another product; a coupon for 25 percent off the purchase of Little Einsteins product can be obtained; or the DVD may be returned for a full refund.
