Most probably she is trying to defraud me. Her story is about foreign exchange in nigeria. There is more detail but not necessary to write here. She says she came to Nigeria from America. But the banks don't approve american dollars to exchange. Only I wanna know that is exchange foreign money in Nigeria impossible? What is money exchange conditions and rules in Nigeria? Can't we exchange our dollars or euros in banks?

Any bank in Nigeria will readily accept USD in exchange for Naira (the local currency).
In addition, you have currency changers in most large towns, but they are generally less favourable.
Finally, you have Western Union franchisees nearly at every corner, where you can sell/purchase USD against Naira, also at a price. In these offices, you can also receive monies from abroad (but not send money abroad).
Also, if you are travelling abroad, you are entitled to a Personal Travel Allowance or a Business Travel Allowance, i.e. you can purchase from a bank USD or any other foreign currency at reduced (as in more favourable) terms.
Unformally, you will find money changers at every street corner of the business district. You change there if you want, at your own risk. I prefer to ask established businesses with which I trade on a normal basis. If they can't help me, they will recommend someone trustworthy.

I have a bunch of foreign money, mostly euros, left over form previous vacations and I want to know where I would go to exchange it for USD. Would my regular bank do it??

Most currencies are exchangeable at almost all branches of most U.S. banks, in some cases you will have to return after they have exchanged the money with the MAIN Branch. Major branches are the best to exchange all types of foreign currency. Some small amounts of odd currencies will not be accepted (Russian rubles) most times will have a 100-dollar cutoff for the bank to accept them. Some types of currencies are not accepted at all if they are from a country with daily exchange fluctuations UNLESS you are a major banker at the bank you are trying to exchange them at. The bank will let you know the cut off amount is. In a worse case situation you may have to return to an international airport to have the money exchanged.
Always try to exchange your currency before you leave the country. You can lose sometimes up to 25% exchanging it in the U.S.A.

Purchasing power parity, a measure of the relative cost of goods, shows the currency is 22 percent below where it should be, according to data compiled by Bloomberg. Sterling hasn’t been so inexpensive since 1999 after Bank of England Governor Mervyn King flooded the economy this year with 175 billion pounds ($285 billion) buying government bonds to keep borrowing costs from rising as the economy shrinks.
“The U.K. is cheap, its properties are cheap, its companies are cheap,” said Stephen Jen , a money manager at BlueGold Capital Management LLP in London and the former head of foreign exchange at Morgan Stanley. “Friends and family who have visited me always complained about the cost of living in London, but they have since stopped complaining.”
