Any link from anywhere cannot harm your site as long as you don't link back. If you link back to a bad site, that is another story and can harm you.
Bad sites or inferior sites linking to you are not counted by search engines. They are not harmful, just useless links.
If search engines mind bad sites linking to your site then we would have a scenario where competitors will create bad links for each other.
Sometimes scammers will promise to get you to page 1. You may indeed get to page 1 easily but for a keyword that won't make you money. If they show you a site on page 1, look at the keyword used. It may have nothing to do with the site.
Using a keyword not being used by any other would naturally land a site to page 1, and maybe alone on page 1.

Only to the linked partners . If they stipulate the home page then thats where it should go, many people will set up a links pages specifically for this purpose.

Nasdaq, BM&FBovespa Reach Accord to Link Order System

Oct. 23 (Bloomberg) -- Nasdaq OMX Group Inc. and BM&FBovespa SA said they reached an initial accord for a commercial partnership that would link their trade order-system, and extended negotiations on final terms through Dec. 31.
BM&FBovespa and Nasdaq, based in New York, said the memorandum of understanding calls for clients of both exchanges to trade Brazilian and U.S. stocks, according to an e-mailed statement. Nasdaq will distribute market data related to BM&F Bovespa trading, while the Sao Paulo-based exchange will do the same for trading on Nasdaq. The distribution won’t be exclusive.
The Brazil exchange also will offer its listed companies products and services developed by Nasdaq, the statement said. The talks, first announced on Aug. 26, were extended until Dec. 31, so the companies can set final details and further discuss opportunities for technology cooperation, the statement said.
Exchanges worldwide have forged alliances as once-mutually owned organizations became private corporations and investors demanded access to more equities. The Chilean, Mexican and Brazilian stock markets signed framework agreements in 2007 to allow cross-border trading, while NYSE Euronext said last year it would ask Chinese authorities to relax rules barring companies from listing shares on the Shanghai Stock Exchange and overseas markets.
