where is the best and safest place to buy foreign currency?

i'm looking for a website that isn't a scam that will allow me to buy foreign currency (pounds and euros) without huge fees. the website i have found so far with the lowest fees is wells fargo currency exchange. does anyone know of another website that will let you buy foreign currency as close to the exchange rate as possible? thanks for the help!

Dollar May Extend Advance Versus Euro Before ECB Rate Meeting

Oct. 8 (Bloomberg) -- The dollar may extend its first gain in four days against the euro before the European Central Bank’s decision today that economists predict will keep interest rates at a record low of 1 percent.

The greenback recovered yesterday after trading at its lowest level in more than a week on Oct. 6, the day ECB President Jean-Claude Trichet said in an interview that he appreciates “enormously” the U.S. Treasury’s stated preference for a strong dollar. The dollar depreciated earlier this week on concern the Federal Reserve will be slower to raise interest rates than policy makers in other nations.

“The devil is in the details and Mr. Trichet’s comments following the decision,” said Sacha Tihanyi , a currency strategist in Toronto at Scotia Capital Inc. “He might give a hint on where some of the bias was on the decision, if a rate increase was even talked about.”

The dollar traded at $1.4688 against the euro at 6:02 a.m. in Tokyo, after sliding to $1.4762 on Oct. 6, the weakest level since Sept. 24. The U.S. currency bought 88.59 yen, after falling to 88.01 yesterday, the lowest level since Jan. 23. The euro was at 130.14 yen, following a 0.5 percent decrease.
