Yes but I believe they may only be located within the international terminal, in which case you would need to be a ticketed passenger. I suggest you try your bank. If they won't do it simply google currency exchange for your area then call around to make sure they accept coins.

Yes, I understand it's not good rates. I just want to change enough to pay for the fare from the airport to the hotel.
How about the budget terminal? My flight is Tiger Airways which uses the budget terminal.


Yes there are 24/7 forex counters in all the Changi airport terminals including the Budget terminal.

Dollar Slump 'Mega-Bullish' for Euro Corporate Bonds, BNP Says

Oct. 13 (Bloomberg) -- The shift out of dollar into euro- denominated assets by central banks around the world will help extend the rally in European corporate bonds, according to analysts at BNP Paribas SA.

The yield premium investors demand to buy lower-rated notes in euros instead of government bonds will tighten, BNP Paribas forecasts, boosting the record 13 percent returns that corporate bonds in the region earned this year. European company debt yields 1.82 percentage points over benchmarks compared with 4.63 in March, Merrill Lynch & Co. index data show.

“This is a mega-bullish indicator,” Mehernosh Engineer , a credit strategist at BNP Paribas in London, wrote in a note to investors. “This is a new technical bid for European fixed- income assets in its infant state and probably at the beginning of a very large trend.”

Central banks are snubbing dollars on concern asset values will be eroded as the Treasury sells debt to fund its mounting budget deficit. The dollar’s share of foreign exchange reserves fell to 62.8 percent at the end of the second quarter, the lowest level since 1999, according to the International Monetary Fund. Almost two-thirds of new foreign-currency holdings were invested into euros and yen in the second quarter, Barclays Capital data show.
