Yeah hosting and domain registration are very cheap. However building a site as compliacted as say Betfair would cost loads if you can't program the databases wtc yourself. Also you would need many people for data entry and maintenance.
To host a website like Betfair you would need dedicated servers and staff though you could build up to that by starting small. The real problem would be competing with Betfair. Getting enough customers to put some liquidity into the markets.
Betfair have the exchange market sown up and even good sites like Betdaq and WBX struggle in their shadow.

I am afraid you are too late. Even the newer exchanges are struggling behind Betfair insofaras they have insufficient support to be able to challenge the prices which are available on Betfair. It seems to me that the train has left the station. Betfair is now a huge operation - your task is like setting up a supermarket to challenge Tesco.
The only place in the United States that you can bet on major sporting events (legally) is in Nevada. There are horse and dog tracks around the country where you can bet on the races going on at that venue, but no other places where you can bet on football, baseball, basketball, etc except at sportsbooks and casinos in Nevada.
